Interim ICT Manager

About the mandate

For a large health fund in Belgium, we are looking for an interim ICT Manager, or ICT Director, who is part of the ICT management team and reports to the CIO. You hold end responsibility for ICT services to the HR and Finance business domains, for the application landscape in those domains and for the financial management of the ICT budgets. You also lead strategic key projects that take the service to a higher level. You lead teams in both run and build, translate the group strategy into ICT policy and build partnerships with internal and external stakeholders and suppliers. We are only looking for highly experienced candidates, both in terms of domain knowledge and number of years of experience. Trilingualism is important.

Responsibilities

• Hold end responsibility for ICT services to the HR and Finance business domains
• Oversee the full financial management of the ICT budgets and report directly to the CIO
• Lead strategic key projects that improve the service and support the organisation's strategy
• Translate the group strategy into ICT policy, the operation of the ICT organisation and the team's financial policy
• Take part in governance bodies and turn the domain strategy into tactical initiatives
• Lead your team in both day-to-day operations (run) and projects (build)
• Make the application landscape future proof and translate it into a clear multi-year roadmap
• Maintain partnerships with stakeholders and suppliers, organise public tenders and monitor the agreed SLAs

Must-haves

• University degree or equivalent experience
• At least 7 years of experience in an ICT development management role within a large organisation
• Experience with financial management of large-scale ICT environments and with leading organisational change
• Experience with IT service management, project management and application development using AI
• Experience with agile working (Scrum) in an organisational context
• Strong people leadership with a clear vision and broad ICT expertise
• Fluent multilingual in Dutch, French and English
• Comfortable communicating with stakeholders at all levels, internal and external

• Experience in environments with large-scale applications
