About the mandate

For a large public sector organisation in Brussels, we are looking for a Domain Delivery Lead for an extensive programme that is modernising the digital workplace and the business applications. You will bring several agile teams (squads) together around a common vision, steer the delivery of strategic applications and help the teams grow in autonomy and expertise. You work mainly through influence, a clear vision and trust, not through control. You will work with multidisciplinary teams and a wide range of stakeholders, and you will have room to propose new ways of working and new processes. The assignment runs from 7 December 2026 to 7 March 2027 and can be carried out partly remotely.

Responsibilities

  • Unite several agile teams (squads) around a common vision and common objectives, and align the priorities of the business and the teams
  • Create the conditions for autonomy: define a clear framework, leave decisions close to the teams and guide their growth (servant leadership)
  • Draw up the overall planning together with the teams, coordinate dependencies and weigh priorities transparently
  • Facilitate the rituals of the domain, such as synchronisations between teams, reviews and retrospectives, and promote the sharing of good practices
  • Identify and remove obstacles and facilitate collaboration between teams, business and IT
  • Coach and develop people and maintain a culture of trust, transparency and continuous improvement
  • Manage change requests, report regularly on progress, risks and issues, and escalate in good time when tolerances are exceeded
  • Follow up suppliers as true partners and manage the budget

Must-haves

  • At least 10 years of experience in a comparable role, with demonstrable experience in coordinating and managing several teams
  • At least 10 years of experience in leading project teams and in projects with complex stakeholder management within a digitalisation project
  • At least 5 years of experience with Agile, including in complex environments
  • Experience in the public sector with complex projects or digital transformation, and insight into institutional dynamics in a politically sensitive context
  • Experience as a bridge between business and IT (for example senior Product Owner, Business Relationship Manager or programme director) and with budget and capacity management within public budgets
  • Good knowledge of project management methodologies, governance and delivery, and experience with business process reengineering and change management
  • Knowledge of application management and the lifecycle, maintenance and evolution of applications
  • Native Dutch or French, and good knowledge of English
