About the mandate

Within a large digital transformation programme of a public sector organisation in Brussels, you modernise the business applications together with several agile teams (squads). You act as project leader and Domain Lead: you lead through influence, a clear vision and trust, and you make sure the teams can deliver value to the business. The assignment runs from 7 December 2026 to 7 March 2027, with partial remote working. You build, grow and unite, rather than just maintaining what already exists. You work with multidisciplinary teams and a wide range of stakeholders, translate an ambitious vision into concrete results, and have room to propose new ways of working and to question existing practices.

Responsibilities

  • Unite several agile teams (squads) around a shared vision and objectives, and align the priorities of the business and the teams
  • Create the conditions for autonomy: define a clear framework, leave decisions close to the teams and let them grow in maturity (servant leadership)
  • Draw up the overall planning together with the teams, coordinate dependencies and weigh priorities transparently
  • Facilitate the domain's rituals, such as synchronisations between teams, reviews and retrospectives, and encourage the sharing of good practices
  • Identify and remove obstacles for the teams, and ensure smooth collaboration with other teams, the business and IT
  • Coach and develop people and maintain a culture of trust, transparency and continuous improvement
  • Manage the project's change requests with the stakeholders and report regularly on progress, risks and difficulties, with timely escalation of significant deviations
  • Follow up suppliers as true partners and manage the budget

Must-haves

  • At least 10 years of experience in a comparable role, with project team leadership and the coordination and management of several teams
  • At least 10 years of experience with complex stakeholder management in digitalisation projects, in a public context with diverse interests
  • At least 5 years of experience in Agile and experience with agile and iterative working methods in complex environments
  • Scrum and ITIL certification
  • Experience as a bridge between business and IT (for example as Product Owner, Business Relationship Manager or programme director), leading large multidisciplinary teams spread across autonomous squads
  • Experience with budget and capacity management within public budgets, and knowledge of project management methods, governance and delivery
  • Technical knowledge of integration patterns (API, messaging, batch), release and environment management (DTAP), Azure cloud, Kubernetes, GitOps, Infrastructure as Code, CI/CD, NIS2 and GDPR, and data flows and data migration; advanced in Azure DevOps
  • Experience with business process reengineering, change management and application management; Dutch or French, with good knowledge of English

Nice-to-haves

  • Microsoft Azure certification
  • Knowledge of large-scale European IT systems, biometric integration, observability and enterprise architecture frameworks
  • Basic knowledge of KQL or OData to retrieve monitoring data
